2.不登校(ふとうこう)や病気(びょうき)などのため、学校(がっこう)で十分(じゅうぶん)に学(まな)ぶことが
　できなかった方(かた)
3.本国(ほんごく)において義務(ぎむ)教育(きょういく)を修了(しゅうりょう)していない外国籍(がいこくせき)の方(かた)

1. Those who did not have access to Japan’s compulsory education due to various reasons.
2. Those who were unable to complete their junior high school education due to school 　
　refusal, health problems, or other reasons.
3. Foreign nationals who have not completed standard compulsory education in their home
